FOR FUTURE OVERSEAS CHINESE STUDENTS

1. WHAT IS OVERSEAS CHINESE STUDENTS(OCS)

The term "Overseas Chinese Student" is reserved for those who were born overseas and resided there until the present time, or have stayed overseas for more than six consecutive years and have a permanent or long-term residence certificate. Note that for those applying to study in the departments of medicine, dentistry, or Chinese medicine at Taiwan universities, the minimum required number of consecutive years of overseas residency is eight years. The Overseas Chinese Student status must be validated by the Overseas Compatriots Affairs Commission (OCAC).

 

2. WHAT IS HONG KONG & MACAO STUDENTS(HMS)

A Hong Kong or Macao resident with proof of uninterrupted residency in Hong Kong, Macao or a foreign country for at least the last six years, but for students applying to study in the department of medicine, dentistry or Chinese medicine, the required period of residency shall be no less than eight years.An individual with a Hong Kong or Macao passport or permanent residency.An individual applying to study in Taiwan in accordance with the Regulations for Hong Kong and Macao Residents Studying in Taiwan.Students from Hong Kong and Macao are entitled to the same study and counseling assistance as “overseas compatriot students” during their periods of study in Taiwan.

 

3. HOW TO ENROLL AS AN OCS OR HMS

I) Apply through University Entrance Committee for Overseas Chinese Students, Taiwan. For applicants with qualified identity, Distribution Procedure for applicants would be taken through Entrance Examination or Direct Application with eligible highest education results. Once the identity as an OCS or HMS has been approved and given, applicants are not allowed to changes theirs identification.

II) Apply through NCKU INDIVIDUAL ENROLLMENT PROGRAM of OCS & HMS. This program is started since Fall of 2017.

 

FOR NEW OVERSEAS CHINESE STUDENTS(OCS)

1. HOW ADMISSION NOTICE IS GIVEN OUT BY OMCSAD

I)Before new semester started, Overseas and Mainland Chinese Students Affairs Division(OMCSAD) would notice new students by sending Admission Notice (hardcopy & email) to your email address, resident address and mailing address.

II)Basic Admission Informations would be pass down to Overseas Chinese Students Association(OCSA),NCKU by OMCSAD. OCSA and its regionals representative associations are responsible to direct-personal contact with the new students

 

2. I NEVER COMES TO TAIWAN BEFORE, WHAT SHOULD I DO?

I) NCKU is a place full with loves and caring, you could contact OCSA or regionals representative associations the date of arrivals. Apart from that, you MUST contact OMCSAD for receptions and registration matters.

II) Please keep updating with us through OMCSAD official website, 成大僑陸組Omcsad, NCKU and Facebook group of OCSA.

3. HOW IS THE WEATHER IN TAINAN

New semester normally starts on September, which is Summer. In tainan, it is really hot in Summer and having a large temperature difference across  a day in Winter. For more infomation please refers to Tainan Weather.

 

4. WHAT SHOULD I TAKING CARE OF AFTER I SETTLE DOWN IN NCKU

After you're settle down, please refer, print out and follow the instructions of 108學年度新生報到單, to complete the registration procedure.

Log into Registrar's Division (註冊組)/ NCKU Student Information (學生基本資料登錄)to complete and print out :

I) 新生基本資料表 (Basic Data Entry for New Student)

II) 學生綜合資料表 (Student Personal Information Record)

 

Log into Bank of Taiwan (台灣銀行)/ 學雜費入口網/ 學生登錄下載

I) Invoice of School and Miscellaneous fee (學雜費繳費單)

 

5. WHAT IF I GOT SICK?

New Student who have not qualified as a apllicant for National Health Insurance, are all insured by OCAC and participate in Health Insurance for Overseas Chinese Student according to the law of Taiwan(僑生傷病醫療保險辦法). National Health Insurance are compulsory to participate for all residents in Taiwan. An OCS are qualified to become the applicant of National Health Insurance of Taiwan after he/she:

I) eligible ARC holder

II) stayed for a full 6 months after getting ARC

III) Exits Taiwan not more than once and not more than 30days

6. I'VE HEARD OF DISMISSAL AND EXPULSION, IS THAT TRUE?

Accoding to National Cheng Kung University Academic Regulations, Chapter 6, Article 6, item 5:

A student shall be dismissed from NCKU as a result of poor academic performance according to Items 2 and 3 of Article 20 in the Regulations. Students of specific status, including overseas compatriot students, international students, Mongolian and Tibetan students returning to Taiwan, aboriginal students, children of government officials residing in foreign countries or students qualifying as "outstanding athletic performers" as stipulated by the relevant university regulations of the Ministry of Education, who have failed to receive a minimum of two-thirds of semester course credits for one semester and have failed 15 again to receive a minimum of one half of semester course credits for another semester shall be dismissed from NCKU.

 

7. IF I COULDN'T STARTS MY DEGREE IN TIME, WHAT SHOULD I DO?

For complete information, please refer to NCKU Registrar's Division " National Cheng Kung University Academic Regulations Article 6" and " Graduate Student Policies & Rules". The admission status can be reserved the most for 1 year. Application is allowed for execution by official agents in Taiwan (Relatives/ Friends/ Faculty office) if Student(s) could not come forward by themselves.

FOR ENROLLED OVERSEAS CHINESE STUDENTS 

 

1. HOW OVERSEAS CHINESE & MAINLAND STUDENT AFFAIRS DIVISION(OMCSAD) ANNOUNCES INFORMATION?

a. By sending information via student personal school email.

b. announce on OMCSAD official website成大僑陸組Omcsad, NCKU and Overseas Chinese Student Association Official Facebook Group.

 

2. OVERSEAS CHINESE STUDENT CAN LEAVES TAIWAN ONLY ON SUMMER OR WINTER BREAKS?

For overseas chinese students and Hong Kong Macao students with MULTIPLE RE-ENTRY PERMIT,  entry and exits of Taiwan is allowed without limitation in effective permitted period under normal condition. For those who without, please refers to SOPs -APPLICATION OF ENTRY AND EXITS PROCEDURE FOR OVERSEAS CHINESE STUDENTS. For clearer information and specific instruction guidance, please seeks for person in charged of OMCSAD.

Remarks: Please make sure STUDENT LEAVE APPLICATION IS APPROVED before leaving Taiwan in school time.

 

3. DO I REALLY NEED TO JOIN NATIONAL HEALTH INSURANCE?

According to "National Health Insurance Act Article 9", Overseas Chinese Student who stayed six full months in Taiwan is compulsory to participate in National Health Insurance. Enrolled Students are registered under NCKU and apply through OMCSAD. Graduated Student who decided stayin Taiwan should apply by themselves or situated company. Students with Taiwan National ID should apply through parents Registered Residence.

4. Can Overseas Chinese Students having Part Time Job?

According to " Employment Services Law", OCS without Taiwan National ID must apply for Work Permit in order to legally having Off-campus Part Time Job. For procedures, please refers to SOPs- APPLICATION OF OFF-CAMPUS WORK PERMIT FOR OVERSEAS CHINESE STUDENTS or look for person in charged in OMCSAD. The Limitation for OCS is 20 hours/ week in school time and No Limitation in summer or winter breaks.

5. What are the options for OCS who needs Financial Assistance?

a. Ministry of Education Scholarship for Overseas Chinese Student Under Poverty Line

b. Student Aid by Overseas Chinese Affairs Committee

c. In-Campus Part Time Job : Apply through Student Assistance Division

d. NCKU Scholarship for Overseas Chinese Student Under Poverty Line

e. Other scholarships or financial supports: Please refers to SCHOLARSHIPS & FINANCIAL ASSISTANCE, Student Assistance Division/ Scholarships/ Tuition Waiver & Loan.

f. Please contact or come to OMCSAD for more information related to OCS.

 

6. Accomodation in school Dormintory. 

For the year of 2019, the dormitory are open for accomodation starts on 8/30-31. For applicant for earlier check-in, temporary accomodation fee of 130/day and electrical bill will be charged.

7. NCKU ACADEMIC REGULATIONS- EXPULSION 

According to  "NCKU Academic Regulation Chapter 6 Article 16" ,Students of specific status, including overseas compatriot students, international students, Mongolian and Tibetan students returning to Taiwan, aboriginal students, children of government officials residing in foreign countries or students qualifying as "outstanding athletic performers" as stipulated by the relevant university regulations of the Ministry of Education, who have failed to receive a minimum of two-thirds of semester course credits for one semester and have failed again to receive a minimum of one half of semester course credits for another semester shall be DISMISSED from NCKU.

 

8. ABOUT MAJOR TRANSFER.

NCKU undergraduate students who have completede their first year of study in the current program are eligible to apply for transfer into a new program.

Overseas Chinese students have 2 ways for maior transfer: 

(1) Overseas Chinese students(April)

(2) with local students(July)

9.ABOUT STUDY SUSPENSION.

According to "NCKU Academic Regulation Chapter 6 Article 14". The summarized instructions:

a. Application available:

The begining of a semester - the first stated examination period (please refers to NCKU Academic Calendar)

b. Documents Requires:

i. Heavily Injured (Valid Medical Diagnostic Report)

ii. Military Services (Photocopy of Valid Draft Order of Military Service)

iii. Educational Internship ( Valid supporting document)

iv. Pregnancy (Valid Medical Diagnostic Report)

v. Children Care under three ( Valid Household Registration Record)

vi. Academic transcript 

vii. Others (Study Suspension allow extension to a maximun of 2 years period)

c. Summarized Procedure:

i. Please refer to  Application Forms System for application and print the form.

ii. Follow the instructions on the Application Form to obtain every stamp of approval from necessary unit/ faculty. Submit the Application Form and Postal Envelope (Registred paid) to Registrar's Division to complete the process.

Remarks: OCS who under suspension period, the ARC will be suspended and re-application is required for upon study resumption/ re-enrollment.

 

10. ABOUT RE-ENROLLMENT AFTER SUSPENSION

Instructions based on "NCKU Academic Regulation Chapter 6 Article 15". The summarized instructions as follow:

a. The Re-enrollment Notice will be sent by NCKU Registrar's Division before the applied suspension duration is ended (January and July). Please log into Registrar's Division/ Application Form to Download and Complete the form of REGISTRATION OF SCHOOLING RESUMPTION before new semester begin ( school resumption is not allowed in the middle of a semester)

b. An earlier resumption is allowed (eg: earlier resumption after one semester suspension with originally applied for 2 semesters suspension). Please log into Registrar's Division/ Application Form to download, complete and submit the form of APPLICATION FORM FOR EARLIY RECOMMENCEMENT OF STUDIES before new semester.

Remarks: Re-enrolled OCS have to follow the instruction as new students to apply RESIDENCE VISA after receiving Re-enrollment Notice from Registrar's Division.  

 

11. ABOUT GRADUATION PERIOD EXTENSION

Instructions are based on "NCKU Academic Regulation Chapter 6 Article 22 and Article 24". Applicants are encourages to head over to Registrar's Division for further information and application procedures.

Graduating students who fail to complete any required courses for graduation in the current academic year and who are required to complete the course(s) in the second semester of any of the following academic years within the maximum of years of study will be exempted from enrollment for the first semester. Those enrolled in the first semester shall take at least one course.

 

 

FOR GRADUATING OVERSEAS CHINESE STUDENTS

 

1. Summarized Procedure for Graduation Application

a.Log into Online Application System for Graduation from NCKU

b. Complete and print out the application form of Graduation from NCKU.

c. Bring the application form to OMCSAD office for approval stamping, complete the Graduation Name List by stating post-graduating plan, estimate date of leaving taiwan & etc

d. Bring the official Graduation Certificate to OMCSAD official for data archive and graduated student status updates. 

Kindly Remarks: Graduates are encouraged to make photocopies of Graduation Certificate from Documentation Division ( max 10 copies). The official photocopies posses equivalent legal validity as the original copy. 

 

2. Can I apply for re-issuing of Graduation Certificate?
